基于GIS技术建立灾害应急监测、信息提取与融合、数据收集与同化、漂移预测预警、处置方案智能生成于一体的海洋安全保障应急决策支持平台。研发了绿潮（溢油）遥感监测信息提取技术，实现了海上溢油实时监测与预报预警；研发了多源异构物理海洋数据云存储技术，提高了物理海洋数据的管理查询分析效率；基于WebGL和GPU加速渲染，研发了B/S架构的海洋三维动态可视化技术，为用户提供大范围、多时相、多分辨率的高效动态可视化服务。
基于上述关键创新技术，实验室研制了“绿潮监测与漂移预测信息平台”、“国家海上搜救环境保障服务平台”、“中国海洋动力参数查询分析系统”、“全球海洋数值预报可视化系统”等决策支持服务系统，这些系统已经业务化应用于中国海上搜救中心、国家海洋环境预报中心、中国船级社、中海油田服务股份有限公司、山东省海洋与渔业厅等单位，有效提升了使用单位的工作效率和业务水平，取得了显著的经济和社会效益。该项成果获得国家发明专利授权1项，发表论文12篇，获得软件著作权14项，获得2016年“测绘科技进步奖”二等奖、2016年度“地理信息科技进步奖”二等奖等。
